  El ingeniero   y empresario, José   Miguel García,   miembro del Consejo de Observadores del Proceso Constituyente     cuando renunció   a dicha entidad     le envío al ministro   de la Segpres Nicolás Eyzaguirre, una carta con   un diagnóstico   lapidario:   El actual Consejo , no tiene   los medios para cumplir el mandato de la presidenta , sobre todo   el rol fiscalizador   que debe   tener   en     los encuentros locales   “Existen   muchos aspectos del   proceso   constituyente que no han sido   aclarados   y otros derechamente   mal concebidos ( …) hay poco espacio   para   observar la metodología   y el cronograma propuesto,”   agregó   García, al presentar su dimisión.       Por su parte el presidente del   Consejo, el abogado constitucionalista Patricio   Zapata en un foro   universitario,     señaló que el Consejo   de Observadores, no tiene ninguna   facultad legal: “La presidenta   lo nombró, lo puede    cerrar, lo puede cambiar   o agregarle más personas. It involves deep transformations about the way we approach to konowledge, live, relate each other, produce among diverse societies with regards to social and growing level, culture, religion, among others. But what it is most evident is the fact of encountering global challenges which can not be solved through government determination restricted to just a nation policy. The process of internationalization is an actual and not a future social demand.
